Performs a click and hold at the PageElement, moves by a given offset and then released the mouse.
Click the Click for Options link to bring up the Options dialog.
Element – the PageElement to be dragged.
Offset X – the x coordinate to move the mouse to the right or left.
Offset Y – the y coordinate to move the mouse up or down.
